ĐIỀU CHỈNH CHÍNH SÁCH LIÊN QUAN ĐẾN CONTAINER LẠNH TẠI TÂN CẢNG CÁT LÁI VÀ TÂN CẢNG HIỆP PHƯỚC

Để đáp ứng nhu cầu tăng trưởng sản lượng container hàng lạnh thông qua cảng Tân Cảng – Cát Lái năm 2020, TCSG đã đầu tư, nâng năng lực bãi chứa container hàng lạnh với việc trang bị thêm 348 ổ cắm điện (tương ứng với sức chứa tăng thêm khoảng 644 teu container hàng lạnh).
Để đáp ứng và giải quyết căn cơ nhu cầu tăng trưởng sản lượng container hàng lạnh qua cảng trong những năm tới, TCSG đang triển khai kế hoạch đầu tư nâng sức chứa bãi container lạnh. Trong khoảng thời gian nâng cấp này, nhằm giữ ổn định cho hoạt động khai thác container lạnh tại cảng Cát Lái và đảm bảo chất lượng dịch vụ cho Quý hãng tàu/khách hàng, SNP thông báo điều chỉnh một số chính sách cho container lạnh tại cảng Tân Cảng – Cát Lái và cảng Tân Cảng – Hiệp Phước như theo hình ảnh đính kèm.

CBSA REMINDER: ELECTRONIC HOUSE BILL REQUIREMENT BEGINS JANUARY 4, 2021

Canada Border Services Agency (CBSA) will be instituting several changes that will affect goods moving to and through Canada. Below you will find a summary of the rule change, the types of shipments affected, and the exceptions and considerations allowed under the updated rule.
CBSA Rule Change
Beginning on January 4, 2021, the CBSA will require electronic House Bills of Lading (eHBL) for several types of shipments transiting through Canada.
Also on this date, January 4, 2021, CBSA will impose a non-AMP (applied monetary penalty) period for 6 months after which, non-compliance to the regulations for filing electronic house bills to CBSA will result in penalties.
Types of Shipments Which Require eHBL
  • Goods discharged in Canada for U.S. destination after deconsolidation of container in Canada – eHBL will be required.
  • Goods discharged in Canada for release at the First Port of Discharge – eHBL will be required.
  • Goods discharge in Canada for release at an inland point – eHBL will be required.
eHBL is required regardless of whether a shipment is a “Back to Back” Shipment (single House Bill shipments) or a “Buyer’s Consolidation” (where multiple House Bills are consolidated but destined to the same importer).
Exceptions
  • Goods discharged in Canada for U.S. destination where container remains intact – Supplemental cargo information or eHBL will be accepted.
  • FROB Cargo
Considerations
  • If a consolidated primary cargo indicates in-transit, then all the house bills within the consolidation must be in-transit. Where this is the case, the in-transit flag should be activated.
  • Filers must be aware to what type of warehouse the shipment is destined. If cargo is destined to a “CW” warehouse (Consolidator/Deconsolidator/Freight Forwarder/Customs Broker Sufferance Warehouse), the consolidated indicator must be checked, and the sub location code of the warehouse must be included.
  • If the Cargo is destined to a rail or truck depot/terminal and is not going to be deconsolidated, the sublocation code for the rail or truck depot/terminal must be included.
  • If the issuer of the Prime CCN (aka “Master Bill”) includes a filer or broker code as a secondary notify party, additional cargo status can be received, i.e., Reported/Arrived/Deconsolidated when the warehouse submits their electronic messages to CBSA.
  • Bills of lading that are associated within the close message must be destined to the same CW warehouse. If any are flagged as consolidated, all must be consolidated. If any are flagged as in transit, then all must be in transit.

Ngày 16/10/2020, Cảng Container Quốc tế Tân Cảng Hải Phòng (TC-HICT) thuộc Tổng công ty Tân Cảng Sài Gòn chào đón thêm tuyến dịch vụ hàng hải mới “CYH” với tàu có sức chở 4,200 TEU mang tên XIN FANG CHEN do hãng tàu COSCO khai thác trên tuyến dịch vụ Nội Á kết nối trực tiếp từ Hải Phòng đến các Cảng Nội Á. Đây là sự kiện đánh dấu bước phát triển mới, đặc biệt quan trọng trong mối quan hệ gắn kết giữa TC-HICT với hãng tàu COSCO.
Tàu XIN FANG CHEN của hãng tàu Cosco có trọng tải 52,160 DWT với sức chở 4,200 TEU, chiều dài 263 m khai thác trên tuyến dịch vụ ‘CYH’ sẽ luân phiên cập cảng TC-HICT vào thứ 3 hàng tuần. Đây là cỡ tàu đi trực tiếp tới Trung Quốc lớn nhất từ trước đến nay tại Việt Nam. Tuyến dịch vụ ‘CYH’ kết nối trực tiếp Việt Nam và Nội Á với hải trình TC-HICT – Xian Chan Beach – Hongkong – Tianjin – Qingdao – LianYunGang- Ningbo – Fu Qing. Đây cũng là một minh chứng tiếp theo cho xu hướng tăng kích cỡ tàu của các hãng tàu để phục vụ nhu cầu hàng hóa ngày càng tăng cao của thị trường.

CAMPUCHIA CHUẨN BỊ MỞ MỘT CỬA KHẨU BIÊN GIỚI MỚI VỚI VIỆT NAM/ CAMBODIA PLANS TO OPEN ONE MORE BORDER GATE WITH VIETNAM

Cửa khẩu biên giới mới Prey Vor sẽ giúp giải tỏa hoạt động qua lại của các xe container do hiện nay cặp cửa khẩu Bavet-Mộc Bài bị tắc nghẽn nghiêm trọng.
Nhằm thúc đẩy hoạt động vận tải hàng hóa qua biên giới với Việt Nam, Campuchia sẽ sớm mở một cửa khẩu quốc tế mang tên Prey Vor tại huyện Kampong Ror (tỉnh Svay Rieng) giáp tỉnh Long An.
Theo phóng viên TTXVN tại Campuchia, ngày 12/9, Hãng thông tấn AKP dẫn lời Bộ trưởng Giao thông-Công chính Sun Chanthol cho biết, Thủ tướng Campuchia Samdech Techo Hun Sen sẽ chủ trì lễ khánh thành cửa khẩu quốc tế mới.
Theo ông Sun Chanthol, việc xây dựng các cơ sở hạ tầng cửa khẩu Prey Vor đã được hoàn tất, trong khi các cơ quan hữu quan đang sắp xếp lịch tổ chức lễ khánh thành. Hiện Bộ Giao thông-Công chính Campuchia đang nghiên cứu việc nâng cấp đoạn đường dài 25 km dẫn tới cửa khẩu Prey Vor để tạo điều kiện cho các hoạt động vận tải ngay khi cửa khẩu đi vào hoạt động.
Theo thống kê của Đại sứ quán Việt Nam tại Campuchia, kim ngạch xuất khẩu của Campuchia sang Việt Nam tăng 7,5%, ở mức 592 triệu USD, trong 7 tháng đầu năm 2020 trong khi giá trị nhập khẩu giảm khoảng 3,7%, tương đương 2,39 tỷ USD.
Trước đó, hôm 7/9, nguồn tin Bộ Giao thông-Công chính Campuchia xác nhận cơ quan này đã chủ trì cuộc họp liên bộ để thảo luận việc mở thêm cửa khẩu quốc tế với Việt Nam nhằm giải tỏa hoạt động qua lại của các xe container do hiện nay cặp cửa khẩu Bavet-Mộc Bài bị tắc nghẽn nghiêm trọng.
Theo Quốc vụ khanh Bộ Giao thông Campuchia Nou Savath, trước đây lưu lượng phương tiện chở container qua lại cửa khẩu Bavet-Mộc Bài khoảng từ 250-300 xe/ngày. Tuy nhiên, do công tác kiểm soát dịch COVID-19, nên lưu lượng hiện giảm xuống còn khoảng 70 xe qua lại mỗi ngày.
Ông Savath cho biết, Bộ trưởng Giao thông Campuchia sẽ yêu cầu chính phủ chuẩn bị mở thêm hành lang cho xe container để giảm tắc nghẽn giao thông. Ông Savath nói: “Chúng tôi cũng muốn chuẩn bị nhiều làn xe khác nhau cho xe chở hàng lẫn xe rỗng qua lại và hy vọng mở thêm làn cho xe chở khách và xe chở hàng loại nhỏ.”./.

According to Vietnam News Agency in Cambodia, on September 12th, AKP News Agency quoted the Minister of Public Works and Transport Sun Chanthol as saying that Cambodian Prime Minister Samdech Techo Hun Sen will preside the opening ceremony of the new international border gate.
By Mr. Sun Chanthol, the construction of the Prey Vor gate infrastructure has been completed, while the relevant agencies are planning for the opening ceremony. Currently, the Cambodian Ministry of Public Works and Transport is investigating to upgrade a 25km long road leading to the Prey Vor border gate to facilitate transport activities as soon as the border comes into operation.
According to statistics of the Vietnamese Embassy in Cambodia, Cambodia’s export turnover to Vietnam increased by 7.5%, reached 592 million USD, in the first 7 months of 2020 while the import value decreased by about 3.7. %, equivalent to $ 2.39 billion.
Formerly, on September 7, Cambodia’s Ministry of Transport and Public Works confirmed that this agency presided over an inter-ministerial meeting to discuss the opening of an additional international border gate with Vietnam in order to clear the traffic. Trao đổi thêm với phóng viên về việc điều chỉnh, phân công địa bàn quản lý của một số chi cục hải quan cửa khẩu như đề cập ở trên, Phó Cục trưởng Cục Hải quan Hải Phòng Nguyễn Kiên Giang cho biết, đây là việc làm thường xuyên để phù hợp với thực tế và xu thế phát triển của hệ thống cảng tại Hải Phòng (phát triển hệ thống cảng vươn ra biển).
Thứ hai, việc điều chỉnh giúp đơn vị sử dụng hiệu quả cơ sở vật chất, trang thiết bị và nguồn nhân lực của các chi cục.
Nguyên nhân quan trọng thứ ba xuất phát từ nhu cầu tạo thuận lợi cho các doanh nghiệp kinh doanh kho, bãi, cảng và cả cộng đồng doanh nghiệp xuất nhập khẩu.
“Thực tế, tại Hải Phòng có 4 doanh nghiệp chính hoạt động trong lĩnh vực kinh doanh cảng biển là Công ty CP cảng Hải Phòng; Tổng Công ty Tân Cảng; Công ty CP Container Việt Nam (VICONSHIP); Công ty CP Gemadept, nhưng trước đây vẫn còn một số kho, bãi, cảng thuộc sở hữu của một doanh nghiệp nhưng thuộc sự quản lý của hai chi cục. Vì vậy, việc điều chỉnh này sẽ giúp tạo thuận lợi theo hướng các kho, bãi, cảng thuộc một doanh nghiệp sẽ chỉ làm thủ tục tại một chi cục, qua đó vừa tạo thuận cho doanh nghiệp kinh doanh kho, bãi, cảng vừa tạo thuận lợi cho doanh nghiệp xuất nhập khẩu”- ông Nguyễn Kiên Giang nói.
Từ quá trình phát triển, đô thị hóa ở Hải Phòng, nhiều cảng lớn ở địa phương này trước đây như Hoàng Diệu, Chùa Vẽ… nay đã nằm trong khu vực nội thành, hàng hóa xuất nhập khẩu giảm đáng kể.
Vì vậy, theo xu thế phát triển, TP Hải Phòng đang tập trung đầu tư phát triển các hệ thống cảng biển hiện đại ở khu vực cảng cửa ngõ quốc tế Lạch Huyện, khu vực bán đảo Đình Vũ để đáp ứng nhu cầu của khối lượng hàng hóa xuất nhập khẩu thông quan địa bàn ngày một lớn và đang có tốc độ tăng trưởng nhanh.

Due to the development and urbanization in Hai Phong, many large ports in this locality, such as Hoang Dieu, Chua Ve, etc., are now located in the inner city, which makes the volume of import and export goods significantly reduced.
Therefore, following to the development trend, Hai Phong city is focusing on investment in developing modern seaport systems in Lach Huyen international gateway port, Dinh Vu peninsula area to meet the demand of amount of import and export goods, that becomes more and more and has rapid growth, cleared through the area.

EXPORT MEDICAL MASKS AND FABRIC MASK IN VIETNAM

From the beginning of 2020 until now masks are considered as the “hottest” items to serve both domestic and export needs in Viet Nam.  Today, we would like to share some rules and procedures with the purpose to help many companies remove the embarrassment in the process of  exporting medical masks and  cloth masks from Viet Nam to overseas as below.

1. HS code

HS code of medical masks: 63079040

HS code of fabric mask: 63079090 (not for medical use)

The export tax for mask is 0%.

2. Provisions on exporting masks

a. Before April 29, 2020

Resolution 20 / NQ-CP

According to Resolution No. 20 / NQ-CP dated February 28, 2020, exporting medical masks MUST have an export license and only allow to export for the purpose of aid.

Resolution 20 / NQ-CP dated 28/02/2020 showed clearly that the Ministry of Health applies the export licensing regime for medical masks in the COVID-19 epidemic prevention and control period.

The resolution also stated that the above provisions do not apply to export activities of export processing enterprises that have been granted investment certificates and medical mask processing enterprises for foreign traders that have signed contracting , which was publiced  before March 1, 2020.

Fabric masks, the enterprise does normal export procedures.

Guidance on export procedures for masks

Official Letter 1431 / TCHQ / GSQL dated March 9, 2020 directs a number of contents related to procedures for export and import of goods, medical equipment, support tools for prevention of COVID-19.

Accordingly, for the application of the regime of granting export permits to medical masks, the General Department of Customs instructs the Customs Departments of provinces and cities to only handle export procedures for medical masks according to specified at Point 1 of Resolution No. 20 / NQ-CP in the following cases:

– Enterprises are licensed to export by the Ministry of Health for the purpose of humanitarian aid and international assistance provided by the Government of Vietnam.

– An export processing enterprise with a business investment certificate issued by a competent authority and an enterprise that processes for foreign countries if the processing contract signed before March 1, 2020 is allowed to export. medical masks; The processing contract must be notified to the customs authority before March 1, 2020.

The units perform physical inspection of exported goods consignments declared as masks not used in health. Compare with standard TCVN83 89-2010 medical mask announced by the Ministry of Science and Technology to determine actual goods.

Through physical inspection, if the customs officer does not have enough departments to determine that the goods are masks that are not used in health, they shall solicit expertise at the Medical Equipment and Works Institute (the Ministry of Health) or groups. The inspection organization meets the conditions for inspection of medical masks according to regulations to determine the category of exported goods.

Therefore, TCHQ has added an official letter 2012 / TCHQ-GSQL guiding the export of masks. Accordingly, the General Department of Customs assigns the Risk Management Department, provincial and municipal customs departments to assess risks, only select the suspect shipments to check the actual goods, especially those shipments that the exporter is not the producer.

During the physical inspection of goods, customs officers directly observe the goods, if there are not enough identification signs according to the TCVN8389-2010 medical mask standard, customs clearance is carried out. If observing signs according to standards but declared as other masks (not medical masks), take samples for inspection at the Medical Equipment and Works Institute (the Ministry of Health) or other organizations. assessment to meet the medical mask assessment conditions as prescribed.

b. After April 29, 2020 – RESOLUTION 60 / NQ-CP

The General Department of Customs has an official letter 2848 / TCHQ-GSQL guiding the export of medical masks according to Resolution 60 / NQ-CP.

Accordingly, there is no need for an export license when exporting medical masks.

3. Customs clearance documents

a.Before April 29, 2020

When making export customs clearance documents, enterprises should pay attention:

Export of medical masks: required to present an export license when carrying out procedures

Fabric masks: as a rule, do normal export procedures.

If there are doubts about the quality and specifications according to the TCVN, customs officers can request inspection according to the instructions in the official letter 2012 / TCHQ-GSQL.

Therefore, enterprises take the initiative to do inspections at authorized agencies (eg, Institute of Construction Equipment – Ministry of Health).

The enterprise presents all input documents of the product for verification (especially in case the exporter is not a manufacturer).

Note the issue of stamps, labels and packaging because it may be checked.

Customs dossiers for export of masks will follow Clause 5, Article 1 of Circular 39/2018 / TT-BTC (amending Article 16 of Circular 38/2015 / TT-BTC)

Existing export masks are often chosen by air for their fast speed. Air fare and flight schedules of airlines also need to be paid close attention by businesses.

b. After April 29, 2020

Customs dossiers when exporting medical masks are normal according to the provisions of the Customs Law, Circular 38/2015 / TT-BTC, Circular 39/2018 / TT-BTC.

The basic set of documents when attaching a V5 system can include:

– Commercial Invoice

– Packing List

– VAT bill

Export documents, enterprises need to discuss with the importer to understand the requirements.
